STAATSSECRETARIS SZABÓ INFORMEERT TWEEDE KAMER OVER VOORTGANG VAN DE BESTUURLIJKE AFSPRAKEN MET BONAIRE, SINT EUSTATIUS EN SABA

Meer merkbare resultaten realiseren voor bewoners. Maatregelen om sneller personeel te werven en behouden en opstellen van strategieën voor economische ontwikkeling.

Deze afspraken tussen staatssecretaris Szabó (Digitalisering en Koninkrijksrelaties) en de eilandsbesturen van Bonaire, Sint Eustatius en Saba staan in het voortgangsbericht over de bestuursakkoorden die staatssecretaris Szabó deze week naar de Tweede Kamer heeft gestuurd. Ieder kwartaal wordt de voortgang met Bonaire, Sint Eustatius en Saba besproken. De staatssecretaris houdt in de gaten wat wel en niet goed gaat en maak dit bespreekbaar met de eilandbesturen.

Staatssecretaris Szabó: “De bestuursakkoorden met Bonaire, Sint Eustatius en Saba beschouw ik als belangrijke instrumenten om prioriteiten te stellen en tastbare resultaten te boeken. De komende periode blijft mijn focus gericht op het bevorderen van goed bestuur, solide overheidsfinanciën en economische zelfredzaamheid. Hierbij is extra aandacht voor het op pijl brengen van de uitvoeringskracht en de daarvoor benodigde randvoorwaarden. Dat doe ik in samenspraak met Bonaire, Sint Eustatius en Saba en mijn collega’s in Den Haag.”

Bonaire

Op Bonaire zijn veel acties uit het bestuursakkoord nog in voorbereiding. Szabó constateert dat er weinig zichtbare en voor inwoners merkbare resultaten zijn bereikt. In het bestuurlijk overleg met het bestuurscollege van Bonaire heeft hij hierover zijn zorg uitgesproken. 

Toch zijn ook positieve stappen gezet. Zo wordt door de gezaghebber gewerkt aan versterking van goed bestuur en is de nieuwe bibliotheek geopend die meer diensten aanbiedt. Ook de 13 mln. euro voor het uitvoeren van de Regio Deal Bonaire is een positieve stap. Bonaire werkt momenteel de plannen hiervoor verder uit. De Regio Deal maakt investeringen in gebiedsontwikkeling (Antriol en Nort’i Saliña), openbaar vervoer, logistiek en de bereikbaarheid en verduurzaming van scholen mogelijk. 

De staatssecretaris heeft met het bestuurscollege afgesproken dat een aantal zaken nog dit jaar moeten worden opgepakt. Het gaat onder meer om het realiseren van een containerdepot, een voor bewoners betaalbare en effectieve busverbinding, versterking van de uitvoeringskracht, een verbetering van het stelsel voor vergunningen, toezicht en handhaving en van de financiële processen binnen het openbaar lichaam.

Sint Eustatius

Op Sint Eustatius zijn er momenteel grote uitdagingen in het aantal openstaande vacatures en daarmee ook de uitvoeringskracht. Met ondersteuning van BZK wordt daarom gewerkt aan een plan om het wervingsproces te versnellen en te verbeteren met daarin ook maatregelen om het personeel te kunnen behouden.

Dat komt de uitvoeringskracht van het eiland ten goede. In 2024 zijn positieve stappen gezet op het gebied van financieel beheer, woningbouw, integriteit en goed bestuur. Ook is er een start gemaakt met het programma Statia 2026, met onder meer middelen uit de Regio Deal. De projecten uit de regiodeal en het historische moment in november 2026 zijn unieke kansen om Sint Eustatius internationaal op de kaart te zetten, wat het toerisme en de economische ontwikkeling ten goede komt. Dit vereist een strakke planning om de deadlines te halen.

Voor 2025 is afgesproken dat er een lokale economische ontwikkelstrategie met lange termijn perspectief komt. De in 2024 geïntroduceerde administratie en beheersingssystematiek voor solide overheidsfinanciën, worden geborgd. Verder wordt gewerkt aan het opstellen en uitvoeren van een eilandelijke aanpak voor goed bestuur. Ook gaat het bestuurscollege aan de slag met de uitvoering van het plan om het loslopend vee aan te pakken.

Saba

In 2024 zijn op Saba belangrijke stappen gezet op het terrein van infrastructuur en de fysieke leefomgeving. Zo is 5 mln. euro toegekend voor de uitvoering van de Regio Deal Saba, is het woningbouwproject ‘Under the Hill 2’ met 18 sociale huurwoningen afgerond en zijn er afspraken gemaakt over de realisatie van nog meer woningen tot 2030.  Daarnaast heeft het kabinet €40 mln. gereserveerd voor de bouw van een nieuwe orkaanbestendige haven op Saba (Black Rocks Harbour), waarvan de eerste tranche (€30 mln.) recentelijk aan Saba beschikbaar is gesteld. De bouw van de nieuwe haven is een cruciaal project voor de economie en zelfredzaamheid van het eiland en zal in het vierde kwartaal van 2025 van start gaan. Samen met het bestuurscollege van Saba en de minister van Infrastructuur en Waterstaat houdt Szabó de voortgang van het project in de gaten. Onderwerpen die in 2025 extra aandacht vragen zijn het opstellen van een economische ontwikkelstrategie, het opzetten van een lokale rekenkamer en het instellen van heldere inkoop- en aanbestedingsregels.

Koopkracht

Om de koopkracht op Bonaire, Sint Eustatius en Saba goed monitoren, is afgesproken om met Prinsjesdag, de koopkrachtmaatregelen voor 2026 integraal te bekijken. Dan worden onder meer maatregelen over bijvoorbeeld belastingen, (tijdelijke) subsidies op kosten van levensonderhoud en inkomensondersteuning bij elkaar gebracht. Ook worden zoveel als mogelijk inkomenseffecten en prognosecijfers berekend voor een beter inzicht in de koopkracht op de eilanden.

Achieving more noticeable results for residents. Measures to recruit and retain staff more quickly and preparing strategies for economic development. These agreements between State Secretary Szabó (Digitalisation and Kingdom Relations) and the island governments of Bonaire, St. Eustatius, and Saba are included in the progress report on the administrative agreements that State Secretary Szabó sent to the House of Representatives this week. Progress is discussed quarterly with Bonaire, St. Eustatius, and Saba. The State Secretary keeps an eye on what is and is not going well and makes this a subject of discussion with the island governments.

State Secretary Szabó: “I see the administrative agreements with Bonaire, St. Eustatius, and Saba as important instruments to set priorities and to achieve tangible results.

In the coming period, my focus remains on the promotion of good governance, sound public finances, and economic self-sufficiency. In this regard, extra attention is paid to upgrading the implementation capacity and the necessary preconditions for this. I do so in consultation with Bonaire, St. Eustatius, and Saba and my colleagues in The Hague.”

Bonaire

On Bonaire, many actions from the administrative agreement are still in preparation. Szabó notes that few visible and noticeable results have been achieved for residents. In the administrative consultations with the Executive Council of Bonaire, he expressed concern about this. 

Still, positive steps have also been taken. For example, the Island Governor is working on strengthening good governance and the new library has been opened, offering more services. The €13 million for the implementation of the Region Deal Bonaire is also a positive step. Bonaire is currently elaborating the plans for this. The Region Deal enables investments in area development (Antriol and Nort’i Saliña), public transport, logistics, and school accessibility and sustainability. 

The State Secretary agreed with the Executive Council that a number of issues need to be addressed this year. These include the realisation of a container depot, a bus service affordable and effective for residents, strengthening of the implementation capacity, improvement of the licensing, supervision and enforcement system and of the financial processes within the Public Entity.

St. Eustatius

On St. Eustatius, there are currently major challenges in the number of outstanding vacancies and, consequently, the implementation capacity. With support from BZK, a plan to speed up and improve the recruitment process, including measures to ensure staff retention, is therefore being developed. This benefits the implementation capacity of the island. By 2024, positive steps were taken in the areas of financial management, housing, integrity, and good governance. A start was also made on the Statia 2026 programme, including with resources from the Region Deal. The projects from the Region Deal and the historic moment in November 2026 are unique opportunities to put St. Eustatius on the international map, benefiting tourism and economic development. This requires tight planning to meet the deadlines.

For 2025, it was agreed that there will be a local economic development strategy with a long-term perspective.The administration and control system for sound public finances, introduced in 2024, is secured. Further work is ongoing to prepare and implement an island approach for good governance. The Executive Council is also going to work on the implementation of the plan to tackle stray cattle.

Saba

In 2024, important steps were taken on Saba in terms of infrastructure and the physical living environment. For instance, €5 million has been allocated for the implementation of the Saba Region Deal, the ‘Under the Hill 2’ housing project with 18 social housing units has been completed and agreements have been made for the realisation of more housing units until 2030. In addition, the Cabinet has earmarked €40 million for the building of a new hurricane-resistant port on Saba (Black Rocks Harbour), the first tranche (€30 million) of which has recently been made available to Saba. The building of the new port is a crucial project for the economy and self-sufficiency of the island and will start in the fourth quarter of 2025. Together with the Executive Council of Saba and the Minister of Infrastructure and Water Management, Szabó is monitoring the progress of the project. Topics that require additional attention in 2025 include the preparation of an economic development strategy, the establishment of a local court of auditors, and the introduction of clear procurement and tendering rules.

Purchasing power

To properly monitor the purchasing power on Bonaire, St. Eustatius, and Saba, it was agreed to take a comprehensive look at the purchasing power measures for 2026 on Prinsjesdag (Budget Day). This is when measures on, for example, taxes, (temporary) subsidies for living expenses and income support are brought together. Income effects and forecast figures are also calculated as much as possible for a better understanding of the purchasing power on the islands.
