DELEGATIE VAN HET CARIBISCHE DEEL VAN HET KONINKRIJK BEZOCHT CONFERENTIE IN STRAATSBURG

Kralendijk – Een delegatie van het Caribisch deel van het Koninkrijk en Nederland was uitgenodigd door de Permanente Vertegenwoordiger van Nederland bij de Raad van Europa, mevrouw Tanja Gonggrijp, om de conferentie over het Verdrag van Istanboel in Straatsburg bij te wonen.

De uitnodiging volgde op een productief overleg met de deelnemers eerder dit jaar. De conferentie bood de gelegenheid voor uitwisseling met betrekking tot de bekrachtiging en implementatie van het Verdrag van Istanboel. Het Verdrag beoogt geweld tegen vrouwen en meisjes en huiselijk geweld te voorkomen, te vervolgen en uit te bannen.

De Raad van Europa is een Europese organisatie waarin regeringen van 46 lidstaten vertegenwoordigd zijn met als doel afspraken te maken die belangrijk zijn voor de mensenrechten, de rechtsstaat en democratie in Europa. Het Verdrag van Istanboel, dat door Nederland werd geratificeerd op 18 november 2015, is nog niet bekrachtigd door het Caribisch deel van het Koninkrijk.

Binnen het Koninkrijk werken de vier landen (Nederland, Aruba, Curaçao en Sint Maarten) en de openbare lichamen Bonaire, Sint Eustatius en Saba samen om bekrachtiging van het Verdrag van Istanboel in het Caribisch deel van het Koninkrijk te realiseren.

Tijdens de conferentie zijn de vertegenwoordigers van de landen en eilanden in gesprek gegaan met kleine lidstaten van de Raad van Europa die het Verdrag al hebben geratificeerd en geïmplementeerd, zoals Ierland en Malta.

Hoogtepunten van het programma waren onder meer deelname aan verschillende workshops over belangrijke onderwerpen, waaronder het Lanzarote Comité, het Comité ter Preventie van Foltering en een bezoek aan het Europees Hof voor de Rechten van de Mens.

Speciale aandacht werd besteed aan de preventie van alle vormen van geweld tegen vrouwen, dataverzameling over geweld tegen vrouwen, het bieden van ondersteuningsdiensten voor slachtoffers, risicobeoordeling en programma’s voor plegers.

De delegatie heeft ook een presentatie bijgewoond van de Nederlandse Ombudsman en van het Istanboel Secretariaat bij de Raad van Europa, inclusief het werk van GREVIO (Groep van Experts voor Actie tegen Geweld tegen Vrouwen en Huiselijk Geweld). De rol van GREVIO is het monitoren van de implementatie van het Istanboelverdrag en het bieden van technische ondersteuning aan lidstaten.

De deelnemers spraken hun oprechte dank uit aan mevrouw Tanja Gonggrijp en haar team voor het mogelijk maken van dit belangrijke werkbezoek, in samenwerking met de ministeries van Binnenlandse Zaken en Koninkrijksrelaties en Volksgezondheid, Welzijn en Sport.

DELEGATION FROM THE DUTCH CARIBBEAN ATTENDED CONFERENCE IN STRASBOURG

Kralendijk,- A delegation from the Dutch Caribbean and the Netherlands were invited by the Permanent Representative of the Netherlands to the Council of Europe, Mrs. Tanja Gonggrijp, to attend a conference in Strasbourg.

The invitation followed a productive meeting with the participants earlier this year. The conference provided an opportunity for exchange regarding the ratification and implementation of the Istanbul Convention. The Convention aims to prevent, prosecute and eradicate violence against women and girls and domestic violence.

The Council of Europe is a European organization in which governments of 46 member states are represented with the aim of making agreements that are important for human rights, the rule of law and democracy in Europe. The Istanbul Convention, which was ratified by the Netherlands on November 18, 2015, has not yet been ratified by the Dutch Caribbean islands.

Within the Kingdom, the four countries (the Netherlands, Aruba, Curaçao, and Sint Maarten) and the public entities Bonaire, Saba and Sint Eustatius are working together to achieve ratification of the Istanbul Convention on the Dutch Caribbean islands. During the conference, the islands’ representatives will engage with small member states of the Council of Europe that have already ratified and implemented the Convention, such as Ireland and Malta.

Highlights of the program included participation in several workshops on key topics, including the Lanzarote Committee, the Committee for the Prevention of Torture and a visit to the European Court of Human Rights.

Special attention was paid to the prevention of all forms of violence against women, data collection on violence against women, provision of support services for victims, risk assessment and programs for perpetrators. The delegation also attended a presentation by the Dutch Ombudsman and by the Istanbul Secretariat at the Council of Europe, including the work of GREVIO (Group of Experts for Action against Violence against Women and Domestic Violence).

GREVIO’s role is to monitor the implementation of the Istanbul Convention and provide technical support to member states.

The participants expressed their sincere gratitude to Mrs. Tanja Gonggrijp and her team for making this important work visit possible, in collaboration with the Ministry of the Interior and Kingdom Relations and the Ministry of Health, Welfare and Sport.
