BESTUURSCOLLEGE ZET STAP NAAR OPRICHTING BUREAU BURGERRECHTEN OP BONAIRE

Kralendijk – Het Bestuurscollege van Bonaire heeft een belangrijke stap gezet richting de oprichting van een Bureau Burgerrechten. Een Startnotitie is inmiddels aangeboden aan de Eilandsraad ter behandeling.

Met dit initiatief wil het Bestuurscollege de rechtspositie van inwoners versterken en de toegang tot ondersteuning bij juridische en bestuurlijke kwesties verbeteren.

Het beoogde Bureau Burgerrechten wordt een onafhankelijke instantie die kosteloos ondersteuning biedt aan burgers.

Dit betreft onder andere hulp bij juridische vragen, het indienen van klachten, het maken van bezwaar en – indien nodig – het instellen van beroep tegen besluiten van overheidsinstanties en organisaties met publieke taken.

Voorbeelden van zulke instanties zijn onder andere de zorgverzekeraar ZJCN, de Immigratie- en Naturalisatiedienst (IND), het ziekenhuis, de Belastingdienst, de lokale overheid, en overheidsbedrijven zoals WEB, SELIBON en BIA.

“Een rechtvaardige samenleving vereist dat burgers toegang hebben tot hun rechten.

Dat mag niet afhankelijk zijn van hun vermogen of inkomen. Daarom willen wij als Bestuurscollege bijdragen aan de ondersteuning van burgers in hun recht, ook jegens de overheid van Bonaire,” aldus gedeputeerde Clark Abraham.

Met dit initiatief onderstreept het Bestuurscollege het belang van gelijke toegang tot rechtsbescherming voor álle inwoners van Bonaire. De verdere uitwerking van het Bureau zal plaatsvinden in nauwe samenwerking met de rijksoverheid en de Nationale Ombudsman, om te komen tot een zorgvuldig ingericht en goed afgestemd loket dat daadwerkelijk dienstbaar is aan de samenleving.

Kralendijk – The Executive Council of Bonaire has taken an important step toward the establishing a Citizens’ Rights Office. A Start Note has been submitted to the Island Council for consideration.

Through this initiative, the Executive Council aims to strengthen the legal position of residents and improve access to support in legal and administrative matters.

The intended Citizens’ Rights Office will be an independent entity offering free assistance to citizens. This includes support with legal questions, filing complaints, filing objections, and – if necessary – appeal against decisions made by government agencies or public service organizations.

This may include institutions such as the health insurance provider (ZJCN), the Immigration and Naturalization Service (IND), the hospital, the Tax Office, the local government, and publicly owned companies like WEB, SELIBON, and BIA.

“A just society requires that people have access to their rights. That should not depend on their financial means. That is why we, as the Executive Council, want to contribute to supporting citizens in claiming their rights – even against the Government of Bonaire,” stated Commissioner Clark Abraham.

With this initiative, the Executive Council emphasizes the importance of equal access to legal protection for all residents of Bonaire. The further development of the office will be carried out in close cooperation with the Dutch central government and the National Ombudsman to ensure a well-structured and responsive service point for the public.

EL CONSEJO EJECUTIVO DA PASO HACIA LA CREACIÓN DE UNA OFICINA DE DERECHOS CIUDADANOS EN BONAIRE

Kralendijk – El Consejo Ejecutivo de Bonaire ha dado un paso importante hacia la creación de una Oficina de Derechos Ciudadanos. Se ha presentado una nota inicial (Startnotitie) al Consejo Insular para su evaluación.

Con esta iniciativa, el Consejo Ejecutivo busca fortalecer la posición legal de los ciudadanos y mejorar el acceso al apoyo en asuntos legales y administrativos.

La Oficina de Derechos de Ciudadanos será una entidad independiente que ofrecerá asistencia gratuita a los ciudadanos.

Esto incluye ayuda con consultas legales, la presentación de quejas, recursos administrativos (objeciones) y, si es necesario, apelaciones contra decisiones tomadas por organismos gubernamentales o entidades que prestan servicios públicos.

Entre estas instituciones se encuentran el seguro médico (ZJCN), el Servicio de Inmigración y Naturalización (IND), el hospital, la Oficina de Impuestos, el gobierno local, y empresas públicas como WEB, SELIBON y BIA.

“Una sociedad justa requiere que los ciudadanos tengan acceso a sus derechos, independientemente de su nivel de ingresos. Por eso, desde el Consejo Ejecutivo queremos contribuir brindando apoyo a los ciudadanos para que puedan reclamar sus derechos, incluso frente al propio gobierno de Bonaire,” declaró el comisionado Clark Abraham.

Con este paso, el Consejo Ejecutivo reafirma la importancia de garantizar el acceso igualitario a la protección jurídica para todos los habitantes de Bonaire.

El desarrollo posterior de la oficina se llevará a cabo en estrecha colaboración con el gobierno central de los Países Bajos y el Defensor del Pueblo Nacional, para asegurar una ventanilla bien organizada y realmente al servicio de la comunidad.
