CBCS NEEMT AFSCHEID VAN RICHARD DOORNBOSCH EN VERWELKOMT NIEUWE BESTUURDERS

Willemstad/Philipsburg – De Centrale Bank van Curaçao en Sint Maarten (CBCS) heeft tijdens afscheidsrecepties op Curaçao en Sint Maarten afscheid genomen van president Richard Doornbosch. Na zes jaar aan het hoofd van de Bank vertrekt Doornbosch per 1 september om toe te treden tot het bestuur van de Autoriteit Financiële Markten (AFM) in Nederland. Per 2 september nemen Ference Lamp en Candice Henriquez binnen de CBCS de rollen van respectievelijk President en Financieel Economisch Directeur op zich.

Doornbosch trad in augustus 2020 aan als president van de CBCS. Zijn bestuursperiode kende een aantal belangrijke ontwikkelingen voor de Bank en de financiële sector, waaronder de afwikkeling van het ENNIA-dossier, de versterking en modernisering van het toezicht en de organisatie van de CBCS en de introductie van de Caribische gulden.

Op Curaçao sprak minister-president Gilmar Pisas zijn waardering uit voor Doornbosch’ bijdrage in de afgelopen zes jaar. “Namens de regering en het volk van Curaçao dank ik je voor de bijzondere inzet voor onze centrale bank en financiële sector. Voor je onafhankelijkheid, voor je taaiheid in de moeilijke jaren, en voor de rust die je de Bank uiteindelijk hebt gebracht,” aldus Pisas. Minister van Financiën Marinka Gumbs benadrukte tijdens de receptie op Sint Maarten Doornbosch’ inzet voor de positie van Sint Maarten binnen de monetaire unie.

“Je hebt je ervoor ingezet dat wij een plaats aan tafel hadden, dat wij een stem hadden en dat onze stem werd gehoord. Dat verdient onze waardering.” Zij typeerde Doornbosch als “een toegewijde publieke bestuurder, een gerespecteerd professional, een gewaardeerd partner en een vriend van Sint Maarten.” Ook waarnemend voorzitter van de Raad van Commissarissen Julian Lopez Ramirez sprak Doornbosch op beide locaties toe.

“Er waren stormen, er was tegenwind, maar de CBCS staat sterker. De basis voor de toekomst is gelegd,” aldus Lopez Ramirez. Hij roemde daarbij onder meer Doornbosch’ inzet, vasthoudendheid, scherpe blik en menselijkheid.

Doornbosch bedankte op zijn beurt de medewerkers van de CBCS, de regeringen en andere stakeholders voor het in hem gestelde vertrouwen en de samenwerking. Op Curaçao richtte hij zich in het bijzonder tot de medewerkers: “De CBCS en de medewerkers. Op jullie ben ik het meest trots. En jullie ga ik het meest missen. Jullie hebben laten zien dat het kan.

Dat je in twee kleine landen een moderne, professionele en deskundige centrale bank kunt hebben.” Op Sint Maarten benadrukte hij het gezamenlijke karakter van de Bank: “Wij zijn niet de Centrale Bank van Curaçao met een bijkantoor op Sint Maarten.

Wij zijn de Centrale Bank van Curaçao en Sint Maarten. Punt.” Zijn oproep aan Sint Maarten: “Wees er trots op. Het is jullie centrale bank. Maak optimaal gebruik van haar kracht.” Nieuwe samenstelling Raad van Bestuur CBCS De Raad van Commissarissen heeft Ference Lamp voorgedragen als opvolger van Doornbosch in de functie van President en Candice Henriquez als Financieel Economisch Directeur. Samen met de huidige Directeur-Secretaris, Leila Matroos-Lasten, zullen zij de Raad van Bestuur vormen. Curaçao en Sint Maarten hebben met beide voordrachten ingestemd.

In afwachting van de afronding van het formele benoemingsproces starten Lamp en Henriquez per 2 september in hun respectieve rollen. Lamp heeft ruime internationale ervaring in de financiële sector en bekleedde senior bestuursfuncties bij onder meer Lehman Brothers, SNS REAAL en Bank of America.

Hij heeft langdurige banden met Curaçao, waar hij zijn middelbare schoolopleiding volgde en tijdens zijn universitaire studie stage liep bij de toenmalige Bank van de Nederlandse Antillen. Henriquez is sinds 2005 werkzaam bij de Bank en vervulde verschillende leidinggevende functies op het gebied van economische analyse, onderzoek, monetair beleid en statistiek.

Sinds oktober 2024 is zij Manager Monetary Policy, Economics and Statistics. Met de nieuwe bestuurssamenstelling wordt de continuïteit van de aansturing van de CBCS gewaarborgd en wordt voortgebouwd op de institutionele ontwikkeling van de Bank in de afgelopen jaren.

Willemstad/Philipsburg – The Centrale Bank van Curaçao en Sint Maarten (CBCS) has bid farewell to President Richard Doornbosch during farewell receptions held in Curaçao and Sint Maarten.

After six years at the helm of the CBCS, Doornbosch will leave as of September 1 to join the Executive Board of the Dutch Authority for the Financial Markets (AFM).

As of September 2, Ference Lamp and Candice Henriquez will assume the roles of President and Executive Director, respectively, at the CBCS.

Doornbosch took office as President of the CBCS in August 2020. His tenure saw several significant developments for the CBCS and the financial sector, including the resolution of the ENNIA case, the strengthening and modernization of the CBCS’s supervision and internal organization, and the introduction of the Caribbean guilder.

In Curaçao, Prime Minister Gilmar Pisas expressed his appreciation for Doornbosch’s contribution over the past six years. “On behalf of the Government and the people of Curaçao, I thank you for your exceptional dedication to our central bank and financial sector.

For your independence, for your perseverance during the difficult years, and for the calm you ultimately brought to the Bank,” Minister Pisas said.

At the reception in Sint Maarten, Minister of Finance Marinka Gumbs highlighted Doornbosch’s commitment to Sint Maarten’s position within the monetary union.

“You made an effort to ensure that we had a seat at the table, that we had a voice, and that our voice was heard. That deserves our appreciation.” She described Doornbosch as “a committed public servant, a respected professional, a valued partner, and a friend of Sint Maarten.

” Acting Chair of the Supervisory Board Julian Lopez Ramirez also addressed Doornbosch at both receptions. “There were storms, there was headwind, but the CBCS stands stronger today. The foundation for the future has been laid,” Lopez Ramirez said.

He also praised Doornbosch’s commitment, persistence, sharp judgement and humanity. Doornbosch, in turn, thanked the CBCS employees, the governments and other stakeholders for their trust and cooperation. In Curaçao, he addressed the employees in particular: “The CBCS and its employees. You are what I am most proud of. And you are what I will miss the most.

You have shown that it can be done. That two small countries can have a modern, professional and highly skilled central bank.” In Sint Maarten, Doornbosch emphasized the shared character of the CBCS: “We are not the Central Bank of Curaçao with a branch in Sint Maarten. We are the Central Bank of Curaçao and Sint Maarten.

” New composition of the CBCS Executive Board The Supervisory Board has nominated Ference Lamp to succeed Doornbosch as President and Candice Henriquez as Executive Director. Together with the current Executive Director, Leila Matroos-Lasten, they will form the Executive Board. Curaçao and Sint Maarten have approved both nominations. Pending completion of the formal appointment process, Lamp and Henriquez will assume their respective roles as of September 2.

Lamp has extensive international experience in the financial sector and has held senior executive positions at, among others, Lehman Brothers, SNS REAAL and Bank of America. He has longstanding ties with Curaçao, where he attended secondary school and, during his university studies, completed an internship at the former Bank van de Nederlandse Antillen.

Henriquez has been with the Bank since 2005 and has held various management positions in the areas of economic analysis, research, monetary policy and statistics. Since October 2024, she has served as Manager Monetary Policy, Economics and Statistics.

The new composition of the Executive Board ensures continuity in the leadership of the CBCS while building on the Bank’s institutional development over the past years.
