WIJZIGING WETSVOORSTEL WOLBES/FINBES FUNCTIE RIJKSVERTEGENWOORDIGER BLIJFT, MAAR WORDT ANDERS

Kralendijk,- Staatssecretaris Zsolt Szabó (Digitalisering en Koninkrijksrelaties) wil de functie van Rijksvertegenwoordiger behouden, maar wel anders inrichten.

Deze aanpassing wordt opgenomen in het wetsvoorstel tot wijziging van de Wet openbare lichamen Bonaire, Sint Eustatius en Saba (WolBES) en de Wet financiën openbare lichamen Bonaire, Sint Eustatius en Saba (FinBES). Het wetsvoorstel moet bijdragen aan goed bestuur en financiële degelijkheid.

Zsolt Szabó: “Interbestuurlijk toezicht, waar en wanneer nodig, vraagt om een intensieve bestuurlijke betrokkenheid. Dit kan effectiever en passender worden vormgegeven door de Rijksvertegenwoordiger dan door een bewindspersoon in Den Haag. De Rijksvertegenwoordiger is veel beter in staat om snel op locatie te zijn en kent de bijzondere omstandigheden van het bestuur van Bonaire, Sint Eustatius en Saba.”

Inhoud functie Rijksvertegenwoordiger wijzigt
De functie Rijksvertegenwoordiger blijft, maar de inhoud van deze functie gaat op een aantal punten veranderen. De Rijksvertegenwoordiger zal zich meer gaan bezighouden met het bevorderen en waarborgen van goed bestuur en het houden van interbestuurlijk toezicht.

Bonaire, Sint Eustatius en Saba hebben bovendien aangegeven te streven naar een eigen permanente vertegenwoordiging in Den Haag. Als gevolg daarvan is de coördinerende rol van de Rijksvertegenwoordiger, als belangenbehartiger van Bonaire, Sint Eustatius en Saba, niet of minder nodig. De bestuurscolleges zijn reeds geïnformeerd over de wijzigingen in het wetsvoorstel.

Tijdsplanning wetsvoorstel
De komende weken wordt het wetsvoorstel hierop aangepast. In het tweede kwartaal van 2025 vindt een nieuwe internetconsultatie plaats over de aanpassingen in het wetsvoorstel.

Dit betekent dat het wetsvoorstel vermoedelijk in het eerste kwartaal van 2026 naar de Tweede Kamer wordt gestuurd.
De aangepaste planning heeft gevolgen voor een andere wijziging uit het wetsvoorstel, namelijk de verhoging van het aantal eilandsraadsleden.

Met de nieuwe planning is de verwachting dat deze wetswijziging niet in gaat vóór de eilandsraadverkiezingen van maart 2027. De verhoging van het aantal eilandsraadsleden zal daardoor pas per 2031 in kunnen gaan.

Kralendijk,- State Secretary Zsolt Szabó (Digitalisation and Kingdom Relations) wants to keep the position of Kingdom Representative but restructure it differently.

This adjustment is included in the legislative proposal amending the BES Public Entities Bonaire, St. Eustatius, and Saba Act (WolBES) and the BES Public Entities Bonaire, St. Eustatius, and Saba Finance Act (FinBES). The legislative proposal should contribute to good governance and financial solidity.

Zsolt Szabó: “Intergovernmental supervision, where and when necessary, requires intensive administrative involvement. This can be shaped more effectively and more appropriately by the Kingdom Representative than by a government member in The Hague. The Kingdom Representative is much better able to be on location quickly and knows the special circumstances of the administration of Bonaire, St. Eustatius, and Saba.”

Content position Kingdom Representative changes
The position of Kingdom Representative remains, but the content of this position is going to change in a number of ways. The Kingdom Representative will become more involved in the promotion and safeguarding of good governance and intergovernmental supervision.
