UPB BENADRUKT BELANG VAN DEUGDELIJK BESTUUR

Kralendijk – De fractie van de Unión Patriótiko Boneriano (UPB) heeft de gezaghebber geïnformeerd over het verloop van de gesprekken die zijn gevoerd na de recente coalitiebreuk in de Eilandsraad. Deze breuk ontstond nadat eilandsraadslid Salma Serberie haar steun aan de coalitie PDB/M21/Vrolijk introk en zich onafhankelijk verklaarde.

Eilandsraadslid Serberie heeft aangegeven haar rol voorlopig als onafhankelijke fractie in de oppositie te willen vervullen. In reactie hierop nam UPB, als grootste fractie in de Eilandsraad, het initiatief om oriënterende gesprekken te coördineren met andere fracties over de bestuurlijke mogelijkheden voor de resterende bestuursperiode. Vijf eilandsraadsleden spraken via een intentieverklaring af aan deze gesprekken deel te nemen.

Het eerste overleg vond plaats tussen de fracties MPB, M21 en UPB. Ook eilandsraadslid  Serberie werd hiervoor uitgenodigd. Tijdens dit overleg bracht M21 als eerste de verdeling van gedeputeerdenportefeuilles ter sprake. UPB stelde in reactie daarop voor om te werken met één waarnemend gedeputeerde (vakgedeputeerde), die op basis van consensus door alle fracties zou worden benoemd. Elke fractie zou kandidaten kunnen voordragen. M21 ging niet akkoord met dit voorstel en gaf aan alleen verder te willen praten als de partij zelf een gedeputeerde kon leveren. Hierop werd besloten het overleg te schorsen.

In een vervolggesprek, zonder aanwezigheid van eilandsraadslid Serberie, lichtte UPB een scenario toe waarbij de portefeuille Financiën tijdelijk zou worden ondergebracht bij de waarnemend gedeputeerde. Deze zou verantwoordelijk zijn voor de begrotingswijzigingen voor 2026, de conceptbegroting voor 2027 en de samenwerking met het College financieel toezicht (CFT) samen met de verantwoordelijke ministeries in den Haag. Na afronding van deze taken zou de waarnemend gedeputeerde terugtreden en zou de M21-gedeputeerde de functie weer opnemen tot aan de verkiezingen. Ook dit voorstel werd door M21 afgewezen.

UPB benadrukt dat haar standpunt niet voortkomt uit onwil om samen te werken met de huidige M21-gedeputeerde van Financiën. De partij wijst op de financiële turbulentie van de afgelopen twee jaar, de negatieve adviezen van het CFT en het feit dat de begroting voor 2026 eind 2025 door de Staatssecretaris van Binnenlandse Zaken en Koninkrijksrelaties werd teruggestuurd naar het Openbaar lichaam Bonaire voor correctie. Daarnaast verwijst UPB naar een CFT-rapport waaruit blijkt dat het financieel beheer en begrotingsbeleid van Bonaire over de periode 2022-2024 te wensen overlaat en het beeld “wisselend” is.

Volgens UPB is het vormen van een overgangsbestuur alleen verantwoord wanneer wordt gewerkt met iemand met aantoonbare ervaring in het beheer van overheidsfinanciën. Een dergelijke constructie draagt bij aan bestuurlijke rust en continuïteit in het laatste bestuursjaar. Voor UPB is dit een noodzakelijke voorwaarde voor de bestuurlijke continuïteit en het vertrouwen in het bestuur te waarborgen.

UPB merkt tot slot op dat het politieke offer van eilandsraadslid Serberie onder deze omstandigheden dreigt te blijven zonder het beoogde effect. Haar besluit was ingegeven door zwaarwegende zorgen over de bestuurlijke koers, maar zolang er geen breed gedragen vervolg wordt gegeven aan de ontstane situatie, bestaat het risico dat deze stap niet leidt tot de gewenste veranderingen.

Indien andere fracties besluiten de huidige coalitie voort te zetten, respecteert UPB die keuze en zal zij haar rol in de oppositie blijven vervullen. Tegelijkertijd blijft de partij openstaan voor dialoog en samenwerking in het belang van het eiland.

Wanneer een beroep wordt gedaan op de UPB-fractie om bij te dragen aan oplossingen of besluitvorming ten dienste van de gemeenschap, zal de partij die verantwoordelijkheid serieus en constructief benaderen.

UPB EMPHASIZES IMPORTANCE OF GOOD GOVERNANCE

Kralendijk – The Island council group of Unión Patriótiko Boneriano (UPB) has informed the Lieutenant Governor about the course of the conversations held following the recent coalition break within the Island Council.

The break occurred after Island Council member Salma Serberie withdrew her support for the PDB/M21/Vrolijk coalition and declared herself independent.

Council member Serberie has indicated that, for the time being, she wishes to fulfill her role as an independent council member in the opposition.

In response, UPB, as the largest faction in the Island Council, took the initiative to coordinate exploratory talks with other factions about the governing options for the remaining administrative term. Five Island Council members agreed, through a declaration of intent, to participate in these discussions.

The first meeting took place between the MPB, M21 and UPB factions. Council member Serberie was also invited. During the meeting, M21 was the first to raise the issue of the distribution of executive council portfolios. In response, UPB proposed working with one acting commissioner (portfolio commissioner), to be appointed by consensus of all factions.

Each Islan Council group would be able to nominate candidates. M21 did not agree with this proposal and indicated it was only willing to continue discussions if the party itself could provide a commissioner. The meeting was then suspended.

In a follow-up discussion, without council member Serberie present, UPB outlined a scenario in which the Finance portfolio would temporarily be assigned to the acting commissioner. This person would be responsible for the 2026 budget amendments, the draft 2027 budget, and cooperation with the Board of Financial Supervision (CFT) together with the responsible ministries in The Hague. After completing these tasks, the acting commissioner would step down and the M21 commissioner would resume the position until the elections. This proposal was also rejected by M21.

UPB emphasizes that its position does not stem from an unwillingness to cooperate with the current M21 Commissioner of Finance. The party points to the financial turbulence of the past two years, negative advice from the CFT, and the fact that the 2026 budget was returned at the end of 2025 by the State Secretary for the Interior and Kingdom Relations to the Public Entity Bonaire for correction. UPB also refers to a CFT report indicating that Bonaire’s financial management and budgetary policy over the period 2022–2024 fall short and present a “mixed” picture.

According to UPB, forming a transitional government is only responsible if it involves someone with demonstrable experience in managing public finances. Such a structure would contribute to administrative stability and continuity in the final year of the governing term. For UPB, this is a necessary condition to safeguard administrative continuity and trust in governance.

Finally, UPB notes that the political sacrifice of Island Council member Serberie, under these circumstances, risks remain without the intended effect.

Her decision was driven by serious concerns about the administrative course, but as long as no broadly supported follow-up is given to the situation that has arisen, there is a risk that this step will not lead to the desired changes.

If other council members decide to continue the current coalition, UPB says it will respect that choice and continue to fulfill its role in the opposition.

At the same time, the party remains open to dialogue and cooperation in the interest of the island. If the UPB council group is called upon to contribute to solutions or decision-making for the benefit of the community, the party will approach that responsibility seriously and constructively.
