VUILSTORTPLAATS SELIBON LAGUN EIND 2028 DICHTCONCRETE AFSPRAKEN VOOR VERBETERING SITUATIE SELIBON LAGUN
De vuilstortplaats Selibon Lagun op Bonaire moet al eind 2028 definitief dicht en het Bestuurscollege van Bonaire stelt in 2025 en 2026 voldoende geld beschikbaar voor een gezonde bedrijfsvoering.
Om de meest urgente risico’s voor volksgezondheid, natuur en milieu aan te pakken, gaat het ministerie van Binnenlandse Zaken en Koninkrijksrelaties Bonaire ondersteunen.
Deze afspraken staan in een vandaag ondertekende overeenkomst tussen het Bestuurscollege van Bonaire en de Staatssecretaris Eddie van Marum van Binnenlandse Zaken en Koninkrijksrelaties. Bonaire en Nederland werken op deze manier samen aan een beter en gezonder afvalverwerkingsketen.
De problemen bij de vuilstortplaats Selibon Lagun zijn de afgelopen tientallen jaren ontstaan. Het oplossen van de situatie bij Selibon vraagt daarom om een grote inspanning van alle partijen. Het meest recente rapport van de Inspectie Leefomgeving en Transport (ILT) laat zien dat de situatie nog steeds zorgwekkend en complex is. ILT stelt vast dat toezicht en handhaving aangescherpt moeten worden. Het bestuurscollege wordt hierin ondersteund door Omgevingsdienst Nederland. Via een tijdelijke omheining of cameratoezicht, wordt voorkomen dat onbevoegden het terrein op kunnen. Op termijn zal een permanente omheining om het terrein komen.
Er wordt een nieuw stortvak ingericht dat voldoet aan de geldende milieunormen. Het kabinet streeft er naar op korte termijn een bijdrage te leveren aan de eerste maatregelen bij de stortplaats. Om Selibon in staat te stellen het werk goed uit te voeren, trekt het bestuurscollege dit en volgend jaar geld uit voor de aanschaf van afdekmateriaal, stortplaatsmachines en inzameltrucks. In totaal gaat het om 6,1 miljoen euro. Daarnaast stelt het bestuurscollege voor 1 januari 2027, kostendekkende tarieven vast voor de afvalinzameling en afvalverwerking voor bedrijven en particulieren. Uiterlijk 1 januari 2026 komt het bestuurscollege met een plan waarin alle aanbevelingen uit het laatste ILT-rapport zijn verwerkt.
Naast de kortetermijnmaatregelen om de meest urgente problemen op te lossen, zijn ook afspraken gemaakt voor verbeteringen voor de lange termijn. Er wordt gewerkt aan een langetermijnperspectief voor afvalverwerking op Bonaire. Onderdeel hiervan is het zoeken naar een alternatieve locatie en vervroegde sluiting van Selibon Lagun; uiterlijk per 1 december 2028 in plaats van 2030. Het bestuurscollege besluit uiterlijk 1 juli 2026 over een alternatieve locatie voor afvalverwerking en de maatregelen die daarvoor nodig zijn.
Gedeputeerde Clark Abraham was de ondertekenaar namens Bonaire: “Met de vervroegde sluiting van de vuilstortplaats, komen we tegemoet aan een grote wens van bewoners van Lagun. Ik ben blij dat we met deze afspraken zowel het welzijn van omwonenden en werknemers van Selibon Lagun, de fysieke leefomgeving en de inwoners van Bonaire, binnen afzienbare tijd kunnen verbeteren. Het is ook goed dat het kabinet achter de aanbevelingen van onder meer de Raad voor de Leefomgeving staat, dat er op structurele basis financiering nodig is voor investeringen en onderhoud van de eilandelijke infrastructuur.”
Staatssecretaris BZK Eddie van Marum: “We hebben stevige afspraken kunnen maken over de toekomst van de afvalstort op Bonaire. Ik ben het bestuurscollege erkentelijk voor het feit dat zij verantwoordelijkheid nemen voor een complex probleem dat in de afgelopen tientallen jaren is ontstaan. Het bestuurscollege werkt op deze manier aan zichtbare en merkbare resultaten voor inwoners van Bonaire.“

SELIBON LAGUN LANDFILL TO CLOSE BY END OF 2028CONCRETE AGREEMENTS FOR IMPROVING THE SITUATION AT SELIBON LAGUN
Kralendijk,- The Selibon Lagun landfill on Bonaire will close definitively by the end of 2028, and the Executive Council of Bonaire will allocate sufficient funds in 2025 and 2026 for sustainable operations.
To address the most urgent risks to public health, nature, and the environment, the Dutch Ministry of the Interior and Kingdom Relations (BZK) will support Bonaire.
These agreements are outlined in a signed agreement between the Executive Council of Bonaire and State Secretary Eddie van Marum of BZK. Through this collaboration, Bonaire and the Netherlands are working toward a better and healthier waste management system.
The problems at the Selibon Lagun landfill have developed over decades. Resolving the situation requires significant effort from all parties involved.
The latest report by the Human Environment and Transport Inspectorate (ILT) confirms that the situation remains worrying and complex. The ILT concludes that supervision and enforcement must be tightened. The Executive Council is supported in this by the Netherlands Environmental Assessment Agency (Omgevingsdienst Nederland).
A temporary fence or camera surveillance will prevent unauthorized access to the site, with a permanent fence to be installed in the future.
A new waste disposal section will be set up in compliance with environmental standards. The Dutch government aims to contribute to the first measures at the landfill in the short term. To enable Selibon to carry out its work effectively, the Executive Council is allocating funds this year and next for the purchase of covering materials, landfill machinery, and collection trucks, totaling €6.1 million. Additionally, by January 1, 2027, the Council will introduce cost-covering rates for waste collection and processing for businesses and residents. By January 1, 2026, the Council will present a plan incorporating all recommendations from the latest ILT report.
In addition to short-term measures to address urgent issues, long-term improvements have also been agreed upon. Efforts are underway to develop a long-term vision for waste processing on Bonaire, including the search for an alternative location and the early closure of Selibon Lagun by December 1, 2028 (instead of 2030). The Executive Council will decide on an alternative waste processing location and the necessary measures by July 1, 2026.
