VOORBEREIDEN OP CRISISSEN IN HET CARIBISCH DEEL VAN HET KONINKRIJK

Ruim 60 crisiscollega’s uit alle delen van het Koninkrijk kwamen van 1 tot met met 4 juni  bijeen in den Haag voor de 7^de Week van de Crisisbeheersing Caribische delen van het Koninkrijk. Tijdens de week wisselden de deelnemers kennis en ervaringen uit en namen deel aan een crisisbeheersingsoefening met als doel meer grip op crises en een optimale samenwerking bij een (dreigende) crisis.

Enkele impressies van de Week van de Crisisbeheersing
De crisisbeheersingweek startte met het thema lokale weerbaarheid als sleutel tot een veerkrachtige samenwerking en vervolgens ging men gezamenlijk aan de slag met het uitwerken van de aanbevelingen voor crisismanagementcapaciteiten. Op dinsdag 2 juni begon de dag met de gezamenlijke crisisbeheersingsoefening, waarbij een Tropical Cyclone Briefing werd geoefend aan de hand van fictieve orkaan Lucas. Later gaven de collega’s van USAR uitleg over Hurricane Relief Capacity.

Alle deelnemers kwamen op woensdag 3 juni bijeen op het Landelijke Tactische Commando (LTC) van de Koninklijke Marechaussee. Daar werd de rol van de Koninklijke Marechaussee in het Caribisch gebied toegelicht en leerden de deelnemers meer over de taken en rollen bij een crisis. De laatste dag van de Week van de Crisisbeheersing stond in het teken van cyberweerbaarheid.

Elke dag waren er werksessies waar de deelnemers aan de slag gingen met actuele vraagstukken.

Wordt vervolgd
De deelnemers kijken tevreden terug op de 7^de Week van de Crisisbeheersing. Samenwerking en voorbereiding waren de centrale thema’s. Zo hebben zij bijvoorbeeld gezamenlijk input geleverd voor plannen en acties die de komende tijd verder worden uitgewerkt op het gebied van strategische voorraden en afgesproken om toe te werken naar een gezamenlijke standaard voor vakbekwaamheid.

De week werd georganiseerd door het ministerie van Binnenlandse Zaken en Koninkrijksrelaties en het ministerie van Justitie en Veiligheid. Verschillende vertegenwoordigers van crisisorganisaties van de 6 eilanden Curaçao, Aruba, Sint Maarten, Bonaire, Sint Eustatius en Saba, medewerkers van diverse ministeries en ketenpartners zoals Knooppunt Coördinatie Regio’s-Rijk (KCR2) en Urban Search and Rescue Team (USAR.NL) kwamen bijeen.

PREPARATION FOR CRISES IN THE CARIBBEAN PART OF THE KINGDOM

Well over 60 crisis colleagues from all parts of the Kingdom gathered in The Hague from 1 up to and including 4 June for the 7^th Week of Crisis Management Caribbean parts of the Kingdom.
During this week, the participants exchanged knowledge and experiences and participated in a crisis control drill with the aim of more grip on crises and optimal cooperation during a crisis or imminent crisis.

Some impressions of the Week of Crisis Management

The Week of Crisis Management started with the theme local resilience as the key to resilient cooperation, after which everyone set to work together on the elaboration of the recommendations for crisis management capacities. On Tuesday 2 June, the day started with the joint crisis management drill in the course of which a Tropical Cyclone Briefing was practised based on the fictitious hurricane Lucas. Later, the colleagues of USAR provided an explanation about Hurricane Relief Capacity.

On Wednesday 3 June, all participants gathered at the National Tactical Command (LTC) of the Royal Netherlands Marechaussee. There, the role of the Royal Netherlands Marechaussee in the Caribbean was explained and the participants learnt more about the tasks and roles in the event of a crisis. The last day of the Week of Crisis Management was all about cyber resilience.

Each day, there were working sessions where the participants worked on current issues together.

The participants look back on the 7^th Week of Crisis Management with satisfaction. Cooperation and preparation were the central themes. For instance, they jointly provided input for plans and actions relating to strategic stocks, which are going to be elaborated further in the coming period, and they agreed to work towards a common standard for professional competence.
