EILANDSRAAD NIET IN STAAT OM BONAIRE TE LEIDEN

Kralendijk,- In drie eerdere Open Brieven aan de Eilandsraad hebben wij de Raad verzocht om de Russische invasie in Oekraïne publiekelijk af te keuren, en met name ook om te verklaren dat Bonaire in dit opzicht Nederland steunt.

En dit niet alleen met woorden, maar ook middels een symbolisch gebaar in de vorm van een financiële donatie:
A) ofwel ten behoeve van Nederland zelf als bijdrage voor de defensie van het Koninkrijk,
B) ofwel voor aanschaf van medische goederen voor Oekraïne,
C) ofwel ter ondersteuning van de reconstructie van Oekraïne.

Na mondeling overleg met de Eilandsraad was ons voorstel dat donaties zullen worden gevraagd van de burgers van Bonaire en dat het OLB daar dan een bedrag aan toevoegt dat even groot is als het bedrag dat de burgers hebben gedoneerd. Elke donateur (inclusief het OLB) kan aangeven voor welk van deze drie doelen de donatie wordt gegeven. Het OLB stelt een bankrekening ter beschikking waarop de donaties van burgers kunnen worden gestort.

De eerste stap is dan dat de Eilandsraad duidelijk steun voor Oekraïne uitspreekt. En voorts dat Bonaire het Nederlands beleid ten aanzien hiervan steunt. Als Venezuela iets geks gaat doen in onze regio, dan roept Bonaire terecht de militaire hulp van Nederland in. Het minste dat Bonaire (en de andere eilanden) daarom nu kunnen en moeten doen, is Nederland openlijk en duidelijk steunen als blijk van begrip voor de moeilijke situatie waar Nederland nu voor staat.

Kwestie van solidariteit in het Koninkrijk.    

Het is echter thans redelijk om aan te nemen dat de Eilandsraad, ondanks onze driemaal herhaalde openbare en directe oproep (vanaf 4 mei), kennelijk heeft besloten om helemaal niets te doen. En mij verder niet schriftelijk te berichten. Dit stilzwijgen spreekt boekdelen. Het betekent dat de Eilandsraad Nederland naar zijn moer stuurt: ‘Op Bonaire hoef je niet te rekenen. Oekraïne is jullie probleem’. Dat is wat het stilzwijgen betekent.

Dit is triest en onverstandig. De Eilandsraad heeft de taak om Bonaire te leiden en besturen. Een burger heeft in dit opzicht meer vrijheid dan een verkozen Eilandsraad-lid. Want de burger bepaalt de richting van het eiland niet. Maar het niet-optreden van de Eilandsraad in dezen is principieel onjuist en heeft politiek nadelige gevolgen voor Bonaire.

Juist in moeilijke tijden moet de Eilandsraad voorop lopen. Ondanks verzoek, kiest de Eilandsraad echter voor stilzwijgen. Daarmee heeft de Eilandsraad laten zien niet in staat te zijn om Bonaire te leiden. De Oekraïense oorlog gaat essentieel om vrijheid, mensenrecht en democratie. Het is triest om te constateren dat de Eilandsraad onze democratie en onze verhouding met Nederland niet belangrijk genoeg vindt om morele steun voor Nederland uit te spreken.

Wij berichten u daarom bij dezen dat wij niet meer op de Eilandsraad zullen wachten. Wij zullen zelf een burger-comité proberen te vormen om donaties voor de Oekraïense/Nederlandse zaak te vergaren. De burgers van Bonaire die meedoen, steunen Nederland wel. De Eilandsraad niet.

Wij als Bonaire kunnen niet veel doen. Maar we kunnen wel iets doen.

ISLAND COUNCIL UNABLE TO LEAD BONAIRE

Kralendijk,- In three previous Open Letters to the Island Council, we have asked the Council to publicly condemn the Russian invasion of Ukraine, and in particular to declare that Bonaire supports the Netherlands in this regard. And this not only with words, but also by means of a symbolic gesture in the form of a financial donation:
A) either for the benefit of the Netherlands itself as a contribution to the defense of the Kingdom,
B) or for the purchase of medical supplies for Ukraine,
C) or to support the reconstruction of Ukraine.

After consultation with the Island Council, our proposal was that donations will be requested from the citizens of Bonaire and that the OLB will then add an amount that is equal to the amount that the citizens have donated. Each donor (including the OLB) can indicate for which of these three causes the donation is given. The OLB provides a bank account to which the citizens may transfer their donations.

The first step is for the Island Council to clearly express support for Ukraine. And secondly, that Bonaire expresses support for Holland’s policy in this regard. If Venezuela tries to do something crazy in our region, Bonaire will rightly call on the Dutch military to help. Therefore, the least that Bonaire (and the other islands) can and must do now, is to openly and clearly support the Netherlands and let them know that we have their back.

It’s a matter of solidarity within the Kingdom.   

However, it is now reasonable to assume that the Island Council, despite our three times repeated public and direct appeal (as from May 4), has apparently decided to do nothing at all. And to not inform us about its decision. This silence speaks volumes. It means that the Island Council is letting Holland down: ‘Don’t count on Bonaire. Ukraine is your problem’. That is what this silence means.

This is sad and unwise. The Island Council has the task of leading and governing Bonaire. A citizen has more freedom in this respect than an elected Island Council member. Because the citizen does not determine the political direction of the island. But the inaction of the Island Council in this matter is wrong and will have politically adverse consequences for Bonaire.

Especially in difficult times, the Island Council must lead the way. Despite the request, however, the Island Council chooses to remain silent. In doing so, the Island Council has shown that it is unable to lead Bonaire. The Ukrainian war is essentially about freedom, human rights and democracy. It is sad to note that the Island Council does not consider our democracy and our relationship with the Netherlands important enough to express moral support.

We therefore hereby inform you that we will no longer wait for the Island Council. We will try to form a citizens’ committee ourselves to collect donations for the Ukrainian/Dutch cause. The citizens of Bonaire who participate do support the Netherlands. The Island Council does not.

We as Bonaire cannot do much. But we can do something.
