CONSULTATIERONDE HERZIENING WOLBES, FINBES VAN START

Kralendijk,- De tweede consultatieronde voor de herziening van de Wet openbare lichamen Bonaire, Sint Eustatius en Saba (WolBES) en de Wet financiën openbare lichamen Bonaire, Sint Eustatius en Saba (FinBES) start binnenkort.

De Ministerraad besloot vandaag op voorstel van Staatssecretaris Eddie van Marum (Binnenlandse Zaken en Koninkrijksrelaties) dat de consultatieronde van start kan gaan.

De WolBES en de FinBES gaan over het bestuur van Bonaire, Sint Eustatius en Saba. Ze maken het mogelijk dat het eilandsbestuur de goede dingen kan doen voor het eiland en de inwoners.

Deze wetten geven daarbij kaders die helpen om te zorgen voor goed bestuur en solide overheidsfinanciën. Hier horen ook checks and balances bij, zoals de controle door de eilandsraad, een lokale Rekenkamer en de Rijksvertegenwoordiger. Dit draagt bij aan een betere dienstverlening aan inwoners, ondernemers en maatschappelijke organisaties.

Dit is een tweede internetconsultatie voor de Herzieningswet WolBES-FinBES. Een tweede consultatieronde is nodig, omdat er wijzigingen zijn ten opzichte van de vorige consultatieversie. De consultatieronde duurt 8 weken.

Wijzigingen in de functie Rijksvertegenwoordiger

In de vorige versie van de Herzieningswet WolBES-FinBES werd de functie van Rijksvertegenwoordiger geschrapt. Nu blijft de functie behouden, maar wordt wel anders ingericht. Dit is onderdeel van de consultatie.

Financiële kaders

Om Bonaire, Sint Eustatius en Saba meer mogelijkheden te geven om hun taken adequaat uit te voeren is het voorstel om de leenmogelijkheden van de eilandsbesturen uit te breiden. Net zoals gemeenten mogen Bonaire, Sint Eustatius en Saba leningen gaan afsluiten bij banken. Dat mag alleen voor de uitvoering van eilandelijke taken, bijvoorbeeld voor sociale woningbouw, betere wegen en betere energievoorzieningen. Aan het lenen zullen voorwaarden worden gesteld. Ook zal er toezicht zijn op het lenen door de eilanden. Zo worden de financiële risico’s beperkt.

Tijdens de consultatieronde wordt iedereen in de gelegenheid gesteld om zijn mening te geven. Ook gaat de staatssecretaris de komende tijd in gesprek met de bestuurscolleges over de wetsvoorstellen.

CONSULTATION ROUND ON THE AMENDMENT OF WOLBES, FINBES COMMENCES

Kralendijk,- The second consultation round for the amendment of the Act Public Entities Bonaire, St. Eustatius, and Saba (WolBES) and the Act Finances Public Entities Bonaire, St. Eustatius, and Saba (FinBES) commences soon.

Today, the Council of Ministers decided, on the proposal of State Secretary Eddie van Marum (Interior and Kingdom Relations), that the consultation round can commence.

The WolBES and FinBES cover the administration of Bonaire, St. Eustatius and Saba. They enable the island administration to do the right things for the island and the residents. These Acts provide frameworks that help to ensure good governance and sound public finances.

This also includes checks and balances, e.g. the oversight by the Island Council, a local Court of Audit and the Kingdom Representative. This contributes to better services to residents, entrepreneurs and social organisations.

This is a second internet consultation for the WolBES-FinBES Amendment Act. A second consultation round is necessary because there have been changes since the previous consultation version. The consultation period lasts eight weeks.

Changes in the position of Kingdom Representative

In the previous version of the WolBES-FinBES Amendment Act, the position of Kingdom Representative was abolished. The position is now preserved. This is part of the internet consultation.

Financial frameworks

In order to give Bonaire, St. Eustatius and Saba more opportunities to perform their tasks adequately, the proposal is to expand the borrowing options available to the island administrations. Just like municipalities, Bonaire, St. Eustatius and Saba are allowed to take out loans from banks.

This is only permitted for the performance of island-related tasks, e.g. social housing, better roads and better energy facilities. Conditions will be imposed on the borrowing. There will also be supervision on the borrowing by the islands. This way, the financial risks are limited.

During the consultation round, everyone will have the opportunity to share their opinion. The State Secretary will also be discussing the proposed legislation with the executive bodies in the coming period.
