Op dinsdag 6 oktober wordt het nieuwe onderzoeksrapport Chinese Presence and Geopolitical Resilience in the Caribbean Parts of the Kingdom of the Netherlands gepubliceerd en gepresenteerd. Het onderzoek brengt de Chinese aanwezigheid in Aruba, Bonaire, Curaçao, Saba, Sint Eustatius en Sint Maarten in kaart en gebruikt die analyse om bredere kwetsbaarheden en mogelijkheden voor het versterken van de geopolitieke en economische weerbaarheid te identificeren.
De Chinese aanwezigheid op de eilanden is de afgelopen decennia gegroeid, vooral door migratie, ondernemerschap en private economische activiteiten. Tegelijkertijd vindt het onderzoek weinig bewijs dat de invloed van de Chinese staat substantieel is toegenomen. Een belangrijk uitgangspunt van het rapport is daarom het onderscheid tussen aanwezigheid en invloed: economische of maatschappelijke aanwezigheid betekent niet automatisch politieke of staatsgestuurde invloed.
De analyse laat daarnaast zien dat de eilanden, als kleine en open economieën, op verschillende terreinen sterk afhankelijk zijn van externe partijen, onder meer voor import, energie, digitale infrastructuur, logistiek, toerisme en veiligheid. Het rapport kijkt daarom nadrukkelijk verder dan China alleen en biedt aanknopingspunten om de weerbaarheid te versterken, bijvoorbeeld door afhankelijkheden beter in kaart te brengen en waar mogelijk te spreiden, informatie-uitwisseling en toezicht te versterken en de samenwerking binnen het Koninkrijk te verbeteren, met respect voor de verschillende verantwoordelijkheden en autonomie van de landen en openbare lichamen.
Het onderzoek is uitgevoerd binnen het China Knowledge Network door onderzoekers van Clingendael, in samenwerking met lokaal gevestigde onderzoekers en onderzoekers met ruime Caribische expertise. Voor het onderzoek zijn 43 interviews gehouden met stakeholders, waaronder beleidsmakers, ondernemers, leden van de Chinese gemeenschap en vertegenwoordigers van publieke en private organisaties. Deze lokale perspectieven waren essentieel om formele gegevens en bredere geopolitieke ontwikkelingen in hun specifieke eilandcontext te kunnen plaatsen.

NEW RESEARCH INTO GEOPOLITICAL AND ECONOMIC RESILIENCE IN THE CARIBBEAN PARTS OF THE KINGDOM OF THE NETHERLANDS
CHINESE PRESENCE HAS GROWN, BUT THERE IS LITTLE EVIDENCE OF STRONGER CHINESE STATE INFLUENCE
On Tuesday, 6 October, the new research report Chinese Presence and Geopolitical Resilience in the Caribbean Parts of the Kingdom of the Netherlands will be published and presented. The study examines Chinese presence in Aruba, Bonaire, Curaçao, Saba, St. Eustatius and St. Maarten, and uses this analysis to identify broader vulnerabilities and opportunities to strengthen geopolitical and economic resilience.
Chinese presence in the islands has grown over recent decades, particularly through migration, entrepreneurship and private economic activity. At the same time, the study finds little evidence that Chinese state influence has increased substantially. A key principle throughout the report is therefore the distinction between presence and influence: economic or societal presence does not automatically imply political or state-directed influence.
The analysis also shows that, as small and open island economies, the islands depend strongly on external actors in areas including imports, energy, digital infrastructure, logistics, tourism and security. The report therefore looks beyond China alone and provides practical directions for strengthening resilience, including better understanding and diversifying dependencies, strengthening information-sharing and oversight, and enhancing cooperation within the Kingdom while respecting the different responsibilities and autonomy of the countries and public entities.
The research was conducted within the China Knowledge Network by researchers from Clingendael in collaboration with locally based researchers and researchers with extensive Caribbean expertise. It draws on 43 interviews with stakeholders, including policymakers, business owners, members of the Chinese community and representatives of public and private organisations. These local perspectives were essential for placing formal data and broader geopolitical developments in their specific island context.
