CONCENSUSRIJKSWET HOUDBARE OVERHEIDSFINANCIËN ARUBA WEER STAP DICHTERBIJ

Oranjestad,- Het voorstel voor een rijkswet houdbare overheidsfinanciën Aruba (HOFA) gaat voor advies naar de Raad van State van het Koninkrijk.

Daar heeft de Rijksministerraad vandaag mee ingestemd. Daarmee is, na afronding van de consultatie, weer een volgende stap gezet in de totstandkoming van dit gezamenlijke wetsvoorstel van Aruba en Nederland.

In de consensusrijkswet HOFA zijn de richtlijnen vastgelegd voor het bereiken en behouden van gezonde overheidsfinanciën van Aruba. Een verantwoorde begroting en goed financieel beheer dragen daaraan bij. De consensusrijkswet gaat hand in hand met de ‘Landsverordening waarborging houdbare overheidsfinanciën (Lwho)’. Dit is een wet van het land Aruba zelf. De normen in de rijkswet en de landsverordening zijn gebaseerd op aanbevelingen van het Internationaal Monetair Fonds.

Lagere rentelasten

Als de wet eenmaal van kracht is, kan Aruba gebruik maken van een leenfaciliteit bij Nederland. Zo kan het land tegen dezelfde gunstige voorwaarden die Nederland heeft, geld lenen voor het doen van publieke investeringen. Daarnaast is Nederland bereid om een deel van de Arubaanse leningen op de Amerikaanse kapitaalmarkt te herfinancieren. Verder is afgesproken dat Aruba een lagere rente gaat betalen op de lening die ze bij Nederland is aangegaan tijdens de covidpandemie. Al deze afspraken zorgen ervoor dat de rentelasten van Aruba dalen. De rente die Aruba bespaart kan gebruikt worden voor investeringen in eigen land, zoals bijvoorbeeld in onderwijs, zorg en economie.

Staatssecretaris Binnenlandse Zaken en Koninkrijksrelaties Eric van der Burg: “Er is weer een belangrijke stap gezet op weg naar gezonde overheidsfinanciën voor Aruba. Nederland en Aruba werken sinds medio 2024 samen aan het wetsvoorstel zodat de Arubaanse regering ook op langere termijn méér investeringen kan doen die goed zijn voor de inwoners en de economie. Hiermee worden houdbare overheidsfinanciën, toezicht en de leenfaciliteit, net als voor Curaçao en Sint Maarten in een rijkswet geregeld. Ik ben blij dat we hier samen de schouders onder zetten.”

Minister-president van Aruba Mike Eman: “Dit is een belangrijk rustmoment voor Aruba en voor het Koninkrijk. Juist in een wereld die steeds onrustiger en onvoorspelbaarder wordt, is het van groot belang dat er binnen het Koninkrijk vertrouwen, stabiliteit en samenwerking bestaan. Wanneer we samen optrekken, kunnen we de uitdagingen van deze tijd beter aan en werken aan investeringen die het Gemeenschappelijk Goed van Aruba én van het Koninkrijk dienen.”

CONSENSUS KINGDOM ACT SUSTAINABLE PUBLIC FINANCES ARUBA ANOTHER STEP CLOSER

Oranjestad,- The proposal for a Kingdom Act Sustainable Public Finances Aruba (HOFA) is heading to the Council of State of the Kingdom for an opinion.

The Council of Ministers of the Kingdom consented to this today. Thus, after conclusion of the consultation, another step has been taken in the realisation of this joint legislative proposal of Aruba and the Netherlands.

The Consensus Kingdom Act (HOFA) establishes the guidelines for the realisation and preservation of healthy government finances of Aruba. A responsible budget and good financial management contribute to this. The Consensus Kingdom Act goes hand in hand with the ‘National Ordinance Safeguarding Sustainable Public Finances’ (Lwho). This is legislation of the country Aruba itself. The standards in the Kingdom Act and the National Ordinance are based on recommendations of the International Monetary Fund.

Lower interest burden

Once the Act has come into force, Aruba can rely on a borrowing facility with the Netherlands. For instance, the country can borrow money for making public investments at the same favourable conditions of the Netherlands. In addition, the Netherlands is willing to refinance a part of the Aruban loans on the American capital market. It was also agreed that Aruba is going to pay a lower interest rate on the loan that it took out with the Netherlands during the Covid-19 pandemic. All these arrangements ensure that the interest burden of Aruba is lowered. The interest saved by Aruba can be used for investments in the country itself, e.g. in education, health, and economy.

State Secretary of the Interior and Kingdom Relations Eric van der Burg: “Another important step has been taken towards healthy public finances for Aruba. The Netherlands and Aruba have collectively been working on the legislative proposal since mid-2024 in order that the Aruban government can also make more investments in the longer term that benefit the residents and the economy.

Thus, sustainable public finances, supervision, and the borrowing facility are, just as in the case of Curacao and St. Maarten, regulated in a Kingdom Act. I am glad that we are all pulling together on this.”

Especially in a world that is becoming increasingly turbulent and unpredictable, it is crucial that trust, stability, and cooperation exist within the Kingdom.
