BEKENDMAKING TARIEVEN ELEKTRICITEIT EN DRINKWATER PER 1 JANUARI 2026

Kralendijk,- Water- en Energiebedrijf Bonaire N.V. (WEB) maakt bekend dat de tarieven die gelden vanaf 1 januari 2026 zijn vastgesteld en gepubliceerd.

Door verminderde subsidies vanuit de Ministeries zullen de kosten voor elektriciteit en drinkwater stijgen. Ieder jaar worden de tarieven die de producent bij WEB in rekening mag brengen en de tarieven die WEB bij de afnemers in rekening mag brengen door de Autoriteit Consument & Markt (ACM) vastgesteld en bekend gemaakt.

De ACM heeft op 12 december 2025 deze kostendekkende tarieven vastgesteld die WEB per 1 januari 2026 in rekening mag brengen (*). Om de tarieven betaalbaar te houden vraagt WEB voor elk tarievenjaar subsidies aan bij de Ministeries.

Vervolgens zijn, rekening houdend met deze subsidies, de tarieven voor alle afnemers bepaald. Er is sprake van gewijzigd beleid waardoor de subsidies voor de tarieven lager zijn vastgesteld dan verwacht. Terwijl WEB nu net hoge investeringen moet doen om de groei van de vraag op het eiland aan te kunnen. Daar komt nog bij dat ACM de variabele tarieven van elektra door nacalculaties hoger hebben moeten vaststellen.

Gewijzigd beleid Voor 2026 heeft het voorgaande kabinet het beleid gewijzigd, wat resulteert in lagere subsidies om het vaste gebruikstarief op Bonaire betaalbaar te houden. In 2025 is het WEB erin geslaagd om toch extra subsidies te verkrijgen, waardoor de tarieven in augustus verder zijn gedaald ten opzichte van januari 2025.

Omdat in Nederland de formatie voor een nieuw kabinet nog gaande is, kunnen gesprekken over het beleid niet worden voortgezet. Elektriciteit Voor elektriciteit werd t/m 2025 een subsidie verstrekt op basis van een consistente beleidslijn. Voor de tarieven vanaf 1 augustus 2025 werd er aanvullende ten opzichte van deze beleidslijn aanvullende subsidie verstrekt voor de categorieën 3*50 Ampère. Deze situatie wijzigt vanaf 1 januari 2026.

Het Ministerie van Klimaat en Groene Groei (KGG) heeft onvoldoende budget beschikbaar om de consistente beleidslijn te kunnen vervolgen. Als gevolg hiervan stijgt hierdoor het vast gebruikstarief van 29,63 naar 47,80 per maand voor aansluitingen met een aansluitcapaciteit t/m 3*35 ampère. Drinkwater Voor drinkwater werd in 2025 ook een aanvullende subsidie verstrekt waardoor het tarief voor een aansluiting met een aansluitgrootte van een ½ inch op nul kon worden vastgesteld vanaf 1 augustus 2025. Voor 2026 geldt dat het Ministerie onvoldoende budget ter beschikking heeft om op het tarief te komen dat volgens het normale beleid zou gelden (8,56 USD per maand). Het tarief voor deze aansluiting is per 1 januari 2026 als gevolg van het beperkte budget vastgesteld op USD 11,60 per maand. Voor grotere aansluitingen geldt een stijging van 8,5 procent.

De gevolgen van deze beleidswijzigingen zijn tijdig door WEB in kaart gebracht en geëscaleerd naar het Openbaar Lichaam Bonaire die vervolgens de problematiek op het juiste niveau heeft gebracht in Nederland. Ondanks alle inspanningen heeft dit vooralsnog niet geleid tot intrekking of matiging van de beleidswijzigingen. Op 18 december heeft de Tweede Kamer nog een motie aangenomen om te onderzoeken op welke wijze de grote tariefstijgingen kunnen worden voorkomen door alsnog additionele subsidies toe te kennen ten behoeve van de vaste water- en elektriciteitstarieven. Deze opties worden momenteel verkend door de ministeries, waarbij de conclusie is dat de situatie niet zal wijzigen vóór 1 januari 2026.

WEB betreurt deze situatie. Indien hier alsnog een positief gevolg aan wordt gegeven, zullen de tarieven dalen zodra er extra budget beschikbaar kan worden gesteld. De relevante veranderingen voor de tarieven zijn als volgt: Periodieke tarieven elektriciteit Het vast gebruikstarief voor aansluitingen met een aansluitgrootte t/m 3*35 Ampère is vastgesteld op USD 47.80 per maand (deze was USD 0.00 per maand) Het variabel gebruikstarief elektriciteit wordt verhoogd van USD 0.3220 per kWh naar USD 0.3868 per kWh.

Deze stijging wordt in hoge mate veroorzaakt door nacalculaties bij de producent van elektriciteit (Contour Global Bonaire). Het tarief voor de prepaid aansluiting (Pagabon) per 1 januari 2026 is vastgesteld op USD 0.6062 per kWh (was per 1 augustus 2025: USD 0.4492). Deze stijging wordt veroorzaakt door het verhoogde variabel gebruikstarief en het verhoogde vast gebruikstarief welke tarieven zijn verdisconteerd in dit tarief. Periodieke tarieven drinkwater Het vast gebruikstarief voor de meest gangbare (kleine) aansluiting wordt verhoogd van USD 0.00 per maand naar USD 11.60 per maand.

Het variabel gebruikstarief wordt verhoogd van USD 4.055 per m3 naar USD 4.475 per m3. Hierin spelen de hogere variabele elektriciteitstarieven een grote rol. Voor afnemers met levering via de watertruck wordt het tarief verhoogd van USD 4.928 per m3 naar USD 5.377 per m3.

Facturatie De nieuwe periodieke tarieven elektriciteit en drinkwater worden toegepast op de facturen vanaf de verbruiksperiode met een startdatum in januari 2026. Voor afnemers op basis van Pagabon en de watertruck geldt dat de nieuwe tarieven direct zichtbaar zijn vanaf 1 januari 2026. (*) Per 1 juli 2026 zullen – afhankelijk van de ontwikkelingen van de brandstofkosten – het variabel gebruikstarief elektriciteit en het tarief voor Pagabon opnieuw worden vastgesteld. Eenmalige aansluittarieven elektriciteit en drinkwater De eenmalige aansluittarieven voor kleine aansluitingen tot en met 25 meter, zijn vastgesteld op USD 1,853.15 voor elektriciteit en USD 1,261.69 voor drinkwater. ANNOUNCEMENT OF ELECTRICITY AND DRINKING WATER RATES AS OF JANUARY 1, 2026

Kralendijk,- Water -en Energiebedrijf Bonaire N.V. (WEB) announce that the rates effective from January 1, 2026 have been determined and published.

Due to reduced subsidies from the Ministries, the costs for electricity and drinking water will increase. Each year, the rates that the producer may charge WEB and the rates that WEB may charge consumers are set and announced by the Netherlands Authority for Consumers and Markets (ACM).

On December 12, 2025, ACM established these cost-covering rates that WEB may charge as of January 1, 2026 (*). To keep rates affordable, WEB applies for subsidies from the Ministries for each tariff year. Taking these subsidies into account, the rates for all consumers have been determined. There has been a change in policy because of which the subsidies for the tariff rates have been lower than anticipated, while WEB must make significant investments to accommodate the growth in demand on the island. In addition, the ACM has been required to set the variable electricity tariffs at a higher level due to recalculations.

Policy changes For 2026, the previous government implemented policy changes resulting in lower subsidies to keep the fixed usage rate on Bonaire affordable. In 2025, WEB managed to secure additional subsidies, which led to further rate reductions in August compared to January 2025. As the formation of a new government in the Netherlands is still ongoing, discussions on policy cannot be continued at this time.

Electricity Until 2025, subsidies were provided based on a consistent policy line. For rates from August 1, 2025, additional subsidies were granted for the categories of 3*50 Ampere. This situation changes as of January 1, 2026. The Ministry of Climate and Green Growth (KGG) does not have sufficient budget to continue the consistent policy line. WEB has mapped the consequences of these policy changes in time and escalated them to the Public Entity Bonaire, which then raised the issue at the appropriate level in the Netherlands. Despite all efforts, this has not yet led to reversal or mitigation of the policy changes. On 18 December, the House of Representatives adopted a motion to examine how the significant rates increase could be prevented by granting additional subsidies for the fixed water and electricity rates. These options are currently being explored by the ministries,

with the conclusion that the situation will not change before 1 January 2026. WEB regrets this situation. Should this process ultimately lead to a positive outcome, the rates will be reduced as soon as additional budget becomes available. Relevant changes to the rates are as follows: Periodic electricity rates Fixed usage rates for connections up to 3*35 Ampere: USD 47.80 per month (previously USD 0.00 per month). Variable usage rates increase from USD 0.3220 per kWh to USD 0.3868 per kWh, mainly due to recalculations by the electricity producer (Contour Global Bonaire). Prepaid connection (Pagabon): USD 0.6062 per kWh (was USD 0.4492 as of August 1, 2025), due to higher variable and fixed usage tariffs incorporated into this rate. Periodic drinking water rates Fixed usage rates for the most common (small) connection: increases from USD 0.00 per month to USD 11.60 per month.
