TWEEDE KAMER STEMT IN MET WETSVOORSTEL BSN EN DIGITALE OVERHEID VOOR BONAIRE, SINT EUSTATIUS EN SABA
Vandaag heeft de Tweede Kamer ingestemd met het wetsvoorstel van staatssecretaris Szabó (Digitalisering en Koninkrijksrelaties) die de invoering van het burgerservicenummer (BSN) en voorzieningen van de digitale overheid op Bonaire, Sint Eustatius en Saba mogelijk maakt.
Staatssecretaris Szabó:“Iedereen in Nederland heeft recht op goede dienstverlening van de overheid. De invoering van het BSN is een belangrijke eerste stap om de digitale overheidsdienstverlening voor inwoners van Bonaire, Sint Eustatius en Saba te verbeteren. Alleen met een veilig systeem voor de identificatie van personen en een sterke digitale overheid, kunnen we zorgen voor een toekomst waarin iedereen makkelijk, betrouwbaar en veilig zaken met de overheid kan regelen, aan de balies en online.”
Betere overheidsdienstverlening
Het wetsvoorstel maakt het onder andere mogelijk dat de inwoners van Bonaire, Sint Eustatius en Saba een BSN krijgen en de lokale overheden het BSN en DigiD mogen gebruiken. Met een BSN kunnen de inwoners DigiD aanvragen en inloggen op websites van de overheid. Hierdoor kunnen inwoners van Bonaire, Sint Eustatius en Saba in de toekomst steeds vaker ook online zaken regelen met lokale overheden. Inwoners kunnen ook meteen online zaken regelen met overheden en organisaties in Europees Nederland die zijn aangesloten op DigiD. Dit is bijvoorbeeld handig voor aanstaande studenten die met een BSN nog sneller hun zaken kunnen regelen voor hun studie in Europees Nederland. Het BSN is een uniek en privacy vriendelijk persoonsnummer.
Veilig en toegankelijk
Het BSN en de Wet digitale overheid (Wdo) worden stap voor stap ingevoerd binnen de bestaande systemen en processen in Bonaire, Sint Eustatius en Saba. Inwoners krijgen eerst een BSN en de nummers worden geregistreerd in de lokale bevolkingsadministraties. In de komende jaren kunnen meer overheidsorganisaties overstappen naar het gebruik van het BSN en DigiD, als de systemen zijn aangepast.
Voor organisaties die willen aansluiten op DigiD gaan dezelfde beveiligingseisen gelden als in Europees Nederland. Ook komt er in de toekomst een verplichte zelfevaluatie voor de bestuurscolleges om jaarlijks de veiligheid en betrouwbaarheid van de bevolkingsregistratie te onderzoeken. Daarnaast is het belangrijk dat inwoners goede informatie krijgen over de invoering van het BSN en nieuwe online overheidsdiensten.
Amandementen
De kamer stemde ook in met de amendementen over de identiteitskaart BES en het verplicht gebruik van gegevens die door de leden White en Kathmann (Groenlinks-PvdA) bij de wet zijn ingediend. Het amendement over het verplicht gebruik van gegevens regelt dat overheidsorganisaties gebruik moeten maken van de persoonsgegevens van het openbare lichaam. Ook worden zij verplicht om onjuiste gegevens te melden aan het verantwoordelijke bestuurscollege.
Het amendement over de identiteitskaart BES zorgt ervoor dat op termijn het BSN wordt opgenomen op de identiteitskaart (sédula), waardoor de burger het nummer altijd bij de hand heeft.
Vervolg Eerste Kamer
Het wetsvoorstel wordt nu voorgelegd aan de Eerste Kamer. Als de Eerste Kamer instemt, worden de wetswijzigingen definitief. Verwacht wordt dat inwoners van Bonaire, Sint Eustatius en Saba in 2025 een BSN krijgen.

Today, the House of Representatives approved the law proposal of State Secretary Szabó (Digitalisation and Kingdom Relations) enabling the implementation of the citizen service number (BSN) and facilities of the digital government on Bonaire, St. Eustatius, and Saba.
State Secretary Szabó:“Everyone in the Netherlands is entitled to good government services. The implementation of the BSN is an important first step to improve the digital government services for residents of Bonaire, St. Eustatius, and Saba. Only with a secure system for the identification of persons and a strong digital government, can we ensure a future where everyone can easily, reliably, and securely deal with the government, both at the counters and online.”
Better government services
The law proposal, among other things, allows residents of Bonaire, St. Eustatius, and Saba to have a BSN and enables local governments to use the BSN and DigiD. With a BSN, the residents can apply for DigiD and log in to websites of the government. As a result, residents of Bonaire, St. Eustatius, and Saba can increasingly conduct their affairs with local governments online in the future. Residents can also immediately conduct online affairs with governments and organisations in the European Netherlands that are connected to DigiD. This is useful, for example, for prospective students who can use a BSN to arrange their affairs for their studies in the European Netherlands even faster. The BSN is a unique and privacy-friendly personal number.
Secure and accessible
The BSN and the Digital Government Act (Wdo) are being introduced step by step within the existing systems and processes on Bonaire, St. Eustatius, and Saba. Residents first receive a BSN and the numbers are registered in the local civil registries. In the coming years, more government organisations can switch to the use of the BSN and DigiD once the systems have been adapted.
Organisations that want to connect to DigiD are subject to the same security requirements as in the European Netherlands. In the future, there will also be a mandatory self-assessment for the Executive Councils to annually examine the security and reliability of the civil registry. It is also important that residents receive good information about the implementation of the BSN and new online government services.
Amendments
The House also agreed to the amendments on the BES identity card and the mandatory use of data submitted with the law proposal by Members of Parliament White and Kathmann (Groenlinks-PvdA).
The amendment on the mandatory use of data regulates that government organisations are required to use personal data held by the Public Entity. It also requires them to report incorrect data to the responsible Executive Council.
The amendment on the BES identity card ensures that, in time, the BSN is included on the identity card, so that citizens always have the number to hand.
Continuation Senate
The law proposal is now being submitted to the Senate. If the Senate agrees, the legislative changes become final. Residents of Bonaire, St. Eustatius, and Saba are expected to receive a BSN in 2025.
