MINISTERRAAD STEMT IN MET UITBREIDING EILANDSRADEN EN BESTUURSCOLLEGES BES

De Ministerraad heeft vandaag ingestemd met het wetsvoorstel van Staatssecretaris Van Marum (Binnenlandse Zaken en Koninkrijksrelaties) om het aantal eilandsraadsleden en eilandgedeputeerden van Bonaire, Sint Eustatius en Saba versneld te verhogen.

In het wetsvoorstel staat dat het aantal eilandsraadsleden bij de eerstvolgende verkiezingen van 17 maart 2027,  stapsgewijs omhooggaat. In eerste instantie voor Bonaire van 9 naar 11, voor Sint Eustatius van 5 naar 7 en voor Saba van 5 naar 7. Volgens het voorstel gaat het aantal eilandgedeputeerden dan ook omhoog: op Bonaire van 3 naar 4 en op Sint Eustatius en Saba van 2 naar 3.

Afspraken

Met dit wetsvoorstel wordt uitvoering gegeven aan de afspraken gemaakt tijdens de werkconferentie begin maart 2024 over de herziening van de Wet op de openbare lichamen Bonaire, Sint Eustatius en Saba (WolBES) en de Wet Financiën BES (FinBES). Deze wetten regelen de bestuurlijke en financiële verhoudingen tussen Bonaire, Sint Eustatius en Saba en de Rijksoverheid.

Meegroeien

Een van de overwegingen voor de uitbreiding van de eilandsraadsraden en bestuurscolleges is dat het aantal eilandsraadsleden en -gedeputeerden sinds 2010 niet is meegegroeid met het inwonersaantal. Vanuit de eilanden kwam bovendien het signaal dat het aantal eilandgedeputeerden te laag is terwijl er veel werk moet worden verricht. Met dit voorstel wordt dit signaal opgepakt om bij te dragen aan meer bestuurskracht en het versterken van de democratie.

Staatssecretaris van Marum: “De eilanden staan voor grote opgaven. Denk aan het aanleggen en verbeteren van wegen, goed onderwijs, realiseren van voldoende huizen, stimuleren van de economie en verbeteren van de connectiviteit tussen de eilanden. Met de politieke gezagsdragers gaan we voortvarend door met de samenwerking om perspectief te bieden aan inwoners. Met de uitbreiding en versterking van het bestuur op Bonaire, Sint Eustatius en Saba wil ik hier versneld aan bijdragen.”

Ondersteuning

De eilandsraden en bestuurscolleges krijgen ondersteuning om hun werkzaamheden goed uit te voeren. Hiervoor heeft het ministerie van BZK, middelen beschikbaar gesteld. Daarnaast ontvangen de politieke gezagdragers van de eilanden sinds het begin van 2025 ondersteuning via het zogeheten ondersteuningsprogramma.

Na de goedkeuring in de ministerraad, gaat het wetsvoorstel voor advies naar de Raad van State en daarna naar de Tweede Kamer.

COUNCIL OF MINISTERS APPROVES EXPANSION OF ISLAND COUNCILS AND EXECUTIVE COUNCILS BES

Today, the Council of Ministers approved the bill proposed by State Secretary Van Marum (Interior and Kingdom Relations) to accelerate the increase in the number of Island Council members and Island Commissioners for Bonaire, St. Eustatius, and Saba.

The bill states that the number of Island Council members will increase gradually in the next elections on 17 March 2027. Initially for Bonaire from nine to eleven, for St. Eustatius from five to seven, and for Saba from five to seven. According to the bill, the number of Island Commissioners then also increases: from three to four on Bonaire and from two to three on St. Eustatius and Saba.

Arrangements

This bill implements the arrangements agreed during the working conference in early March 2024 on the revision of the Public Entities Bonaire, St. Eustatius and Saba Act (WolBES) and the Finance Act BES (FinBES). These Acts regulate the administrative and financial relations between Bonaire, St. Eustatius and Saba and the Central Government.

Expanding along

One of the considerations for the expansion of the Island Councils and Executive Councils is that the number of Island Council members and Commissioners has not expanded in line with the population since 2010. Furthermore, the islands signalled that the number of Island Commissioners is too low, whilst there is much work to be done. This bill takes up this signal in order to contribute to greater administrative power and the strengthening of the democracy.

State Secretary Van Marum: “The islands are facing major challenges. Consider the construction and improvement of roads, good education, the provision of sufficient housing, stimulation of the economy and improvement of the connectivity between the islands. We continue working closely with the political authorities to offer residents prospects for the future. With the expansion and strengthening of the administration on Bonaire, St. Eustatius and Saba, I want to contribute to this in an accelerated manner”.

Support

The Island Councils and Executive Councils receive support to carry out their work effectively. The Ministry of BZK has made funds available for this purpose. In addition, since the beginning of 2025, the political authorities of the islands have been receiving support through the so-called support programme.

After the approval by the Council of Ministers, the bill is submitted to the Council of State for an opinion and then to the House of Representatives.
